Apparently the SLMODEMD package is installed:

The modem symbolic link is /dev/modem -> ttySL0
 The slmodemd set symbolic link is /dev/ttySL0 -> /dev/pts/0

You must try to get rid of it look for /usr/sbin/slmodemd or
/usr/bin/slmodemd and rm(remove it), but you are correct the hsfmodem
drivers will work with this modem but it is not working because
slmodemd is in the way.  You must first uninstall slmodemd and then
the modem should start working.
