Yes he can :),

I used word "must", my mistake.  However, it is much easier if a
precompiled one existed for Ubuntu.  Maybe others have one already and
it just needs to be packaged?
If he want to avoid all of the "hard work", otherwise compiling and
getting your hands dirty is also a solution :)
