I think that there is something in ubuntu that uses the internet and i
don't know about it, which makes the internet slow. What do i have to

Sorry.  Responded before reading the whole email.
To enable a 2nd dialout. just unload and reload the driver.

$ sudo modprobe -r slamr
$ sudo modprobe slamr
Then dialout should be OK:
$ sudo wvdial
