Later tried wvdial again as user and got:

Cannot open /dev/modem! No such file or directory

Dialer defaults indeed exists in wvdial.conf so I tried wvdial as root and 
got:
Cannot open /dev/ttySL0! No such file or directory

Do I still need to investigate blacklisting? What next?
