Note that only the PCI bus is interrogated by lspci, and Not USB components

There is a counterpart for USB ports,  lsusb, which is used by
scanModem in reporting:
Attached USB devices are:
ID 0c45:600d Microdia

However this missed the mobile phone (from MIcrosoft diagnostics):

Please do with the USB phone attached
$ sudo modprobe usb-serial
Then
$ lsusb
to see if the phone was detected.  If so check for detection with:
$ sudo wvdialcon  /etc/wvdial.conf

Report back.
