Josh,

Use
$ sudo gedit /etc/modules
to enter on successive lines
agrmodem
agrserial

This will force early loading of these drivers upon reboot.
After the bootup, create the usual symbolic link and run the
$ sudo wvdialconf   /etc/wdial.conf
