Ketan,

Do not worry about the "?", I get funny looking
symbols as well, what you need to do is add to
/etc/resolv.conf the following if not already there:

nameserver 202.123.2.6
nameserver 202.123.2.11

This should correct your browsing the internet part if
your ISP uses static IP's, otherwise add a line to
wvdial.conf that fixes this

AutoDNS = yes

Here's some of the symbols I get so you should not be
alarmed

[olivares@localhost ~]$ su -
Password:
[root@localhost ~]# wvdial
--> WvDial: Internet dialer version 1.60
--> Cannot get information for serial port.
--> Initializing modem.
--> Sending: ATZ
ATZ
OK
--> Sending: ATQ0 V1 E1 S0=0 X3 &C1 &D2 +MS=90
ATQ0 V1 E1 S0=0 X3 &C1 &D2 +MS=90
OK
--> Modem initialized.
--> Sending: ATDT7072000
--> Waiting for carrier.
ATDT7072000
CONNECT 49333
--> Carrier detected. Starting PPP immediately.
--> Starting pppd at Sun Jan 13 19:30:05 2008
--> Pid of pppd: 23932
--> Using interface ppp0
--> pppd: V[08](M[08]
--> pppd: V[08](M[08]
--> pppd: V[08](M[08]
--> local  IP address 66.201.11.7
--> pppd: V[08](M[08]
--> remote IP address 66.201.8.7
--> pppd: V[08](M[08]
--> primary   DNS address 66.201.0.203
--> pppd: V[08](M[08]
--> secondary DNS address 12.176.80.9
--> pppd: V[08](M[08]

If successful/unsuccessful browsing after you have
tried the above suggestions, please report back.

Regards,

Antonio
