Generoso,

you did not install the kernel-devel package.  You
need this to succeed in compiling.  Support for Fedora
6 is almost over. They will officially end support
Dec. 7, 2007.  It might be best to get Fedora 7 or
Fedora 8.  That decision is up to you.  However, if
you would like to keep Fedora 6, you need to get
kernel-devel package from 

http://rpm.pbone.net/index.php3/stat/4/idpl/3416469/com/kernel-devel-2.6.18-1.2798.fc6.i686.rpm.html
or another place convenient for you.  Install it with
# rpm -ivh kernel-devel*
then rerun install procedure first run
$ make clean
$ make
KERNEL_DIR=/lib/modules/2.2.6.18-1.2798.fc6/build
$ make
$ su -
Password:
# make install
cd ungrab-winmodem-directory/
# make clean
# make
# make install
