My country is most often Mexico, but I travel a lot to other countries...
I tried reading the scanModem output files, but its pretty heavy. Its
hard to separate out the suggested actions from the general information.
If I can get some advice through these means I would be so grateful.

There are no blacklisted modem drivers in /etc/modprobe* files
The Advanced Linux Sound Architecture (ALSA) packages providing audio support on your System,
also includes drivers for some modems. Diagnostics are under the /proc/asound/ folders.
For modems using the snd-hda-intel audio+modem driver, upgrades to
a new ALSA version are sometimes necessary to achieve function.

The PCI slot 00:1e.3 of the modem card may be disabled early in
a bootup process, but then enabled later. If modem drivers load
but the modem is not responsive, read Bootup.txt about possible fixes.
