Before anything else, remove the commas in ATDT8,1,XXXXXXX
(in the Phone number line in your file wvdial.conf)
I am **NOT** sure that this is the reason. My brain works as follows.
I guess that you need 8 to get hold of an external line.
It is plausible, **NOT** necessarily true, that the software interprets the first comma as "wait for the new tone from the external line". This would then be what you wait for, and the modem driver cannot detect it.
Carrier Check = no applies to the first tone heard when you raise the phone.

And no, you do not need ungrab nor slamr.

In Windows the modem shows up as Agere HDA Modem.

I am able to get slmodemd (slmodemd -c USA --alsa hw:0,6) to run and I
can get wvdial to dial out correctly (i.e. I tried calling my cell
phone and the modem does dial) but when it tries to connect to an ISP
I get:

[root@bill Modem]# wvdial
--> WvDial: Internet dialer version 1.54.0
--> Cannot get information for serial port.
--> Initializing modem.
--> Sending: ATZ
ATZ

ATM1L3Q0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
OK
--> Modem initialized.
--> Sending: ATDT8,1,XXXXXXX (my ISP number)
--> Waiting for carrier.
ATDT8,1,XXXXXXX  (my ISP number)
--> Timed out while dialing. Trying again.
--> Sending: ATDT8,1,XXXXXXX (my ISP number)
--> Waiting for carrier.
NO CARRIER
ATDT8,1,9155871218
--> No Carrier!  Trying again.
--> Sending: ATDT8,1,XXXXXXX (my ISP number)
--> Waiting for carrier.
NO CARRIER

I was unable to get slamr and ungrab-winmodem installed! Does anyone
have an RPM? I tried downloading the files from
http://linmodems.technion.ac.il/packages/smartlink/ but was unable to
compile them. I'm also not quite sure if I need them to run.

My wvdial.conf has Carrier check = no and I've toggled Stupid Mode
on\off. I have snd-intel8x0m module loaded correctly (I've also tried
loading\unloading.

Lacking a dsp (digital signal processing) chip, the modem is a software
intensive or "softmodem" type. Its primary controller manages the traffic
with the CPU. But the software needed is specified in the Subsystem.

Support type needed or chipset: slmodemd

An ALSA (Advanced Linux Sound Architecture) modem driver: snd-intel8x0m
provides Low Level support enabling contact with the modem hardware.
For all BUT Conexant chip soft modems (using hsfmodem software)
complementary High Level support is through a Smartlink utility: slmodemd

Download from http://linmodems.technion.ac.il/packages/smartlink/
 the package SLMODEMD.gcc4.1.tar.gz having a compiled slmodemd.
Unpack under Lin
ux with:
       $ tar zxf SLMODEMD.gcc4.1.tar.gz
and read instructions therein. But briefly, the modem is setup with command:
         slmodemd -c YOUR_COUNTRY --alsa modem:1
reporting dynamic creation of ports:
       /dev/ttySL0 --> /dev/pts/N   , with N some number
