Suzan,
Is your Web **SERVER** accessible from the rest of the world with your modem ?? Then of course the phone line is caught by the server and you cannot FAX sharing the line.
Have you tried to FAX with the server disabled?

Vendor 11c1 is Lucent Technologies with modem technology now under LSI Inc. Their Linux code developer/maintainer is Soumyendu Sarkar.
