Try to use wvdial :

# apt-get install wvdial
# wvdialconf /etc/wvdial.conf
# nano -w /etc/wvdial.conf

fill in your login/password and your ISP's phone number and add a line saying

Carrier Check = no

then save the file and try to dial

# wvdial

P.S. : You could also install slmodemd from the Debian repositories :

# apt-get install sl-modem-daemon
