In that file you will see a reference to
http://linmodems.technion.ac.il/pctel-linux. There you will find the
drivers you need (check your ModemData file.) Download them and then
follow the instrustions inside. NOTE: I see you are useing a 2.6.17
kernel. None of those drivers will work at present with kernels greater
than 2.6.16. It is a know bug and some one will post on here when it has
been resolved or a work around has been found. So either wait, down grade
your kernel (not a good idea) or try another modem. ;P Hope that helps.
