Aha, when skia is off, clang-cl was not configured and I missed that
when starting to use clang-cl for pdfium.
https://gerrit.libreoffice.org/c/core/+/181665 is meant to fix this.
That patch works to build pdfium.
Skia still not build for me on Cygwin, but that is a different problem.
