The download.lst was not up-to-date (don't know why). But now it is OK and the correct pdfium version is fetched.

How can I test/see, whether there is something wrong with "clang-cl"?

I use --disable-skia.

It fails already with skia. pdfium would be after skia.

Perhaps something is wrong with my Cygwin.
