Unfortunately, there are only workarounds here, because this is a UX problem, as described in https://bugs.documentfoundation.org/show_bug.cgi?id=156515#c6 by Daveo.

    It appears to me too complicated, maybe the interface is
      difficult to navigate and understand.

I think a metabug is a plain bug, with 
the [META] label in its title, and with a few or more bugs in its 
Depends on: field (created automatically by adding the number of the 
metabug to the Blocks: field of the associated bugs). 

If you report or collect a few bugs, I can create a metabug for 
Technical writers.

P. S. Thanks to your mail and bug report, and QA by Stéphane Guillou, I've noticed Tomasz Sztejka's great bug report (https://bugs.documentfoundation.org/show_bug.cgi?id=156492 "Alt+Enter in last (rightmost merged) cell in a table doesn't add paragraph below the table"), and I've already fixed it here:

(Interestingly, reading the associated code I've noticed that it's not possible to insert an empty paragraph before an empty 1-cell table with a single alt-Enter: in this case, inserting an empty paragraph after the table is the preferred operation).
