I posted a question to the skia forum (https://groups.google.com/g/skia-discuss/c/1yNPg4U4BY8)
And based on the responses there, I would recommend that, on master, we try using Skia/D3D12 on Windows, and stick to Skia/Vulcan on Linux.
But on the current release branch, we should switch to Skia/Raster.
