When we know that a driver version works, I see no pb to add the max version which doesn't work in the blacklist.
However when the user has updated his graphic driver and the Skia hardware rendering fails, nothing indicates that an update of the graphic driver will make it work.
If I don't make some mistake, a Skia hardware rendering pb can be due to:
- graphic driver
- bug of Skia use in LO
- a bug in Skia itself
(Windows libs?)
Therefore if the user reinstalls LO after some time with a graphic driver update  meanwhile, it will probably fail again for him ; not very user friendly and may generate some extra bugtrackers.
If you still prefer adding a version in the blacklist file, feel free to do it.

Now, no pb to add the tested version just in comment in the file (I'll try to remember for next time).

BTW, I noticed there's no entry about Skia in https://wiki.documentfoundation.org/FindTheExpert. Since Skia seems to become more and more important in LO and some people brought some feedback (see https://bugs.documentfoundation.org/show_bug.cgi?id=129062), it may help

Well one thing we could do to improve the situation is to get the graphic backend tests up and working for Skia (on the first run and every time the LO version changes - maybe we could also track the vulkan driver version? would need some work I guess), and if the backend tests fail with the Skia vulkan backend, we could revert to the raster one and automatically restart LO. This could probably prevent users from getting corrupted UI or similar issues and blacklist wouldn't probably be needed anymore. I may look into this when I have some free time...
