6.3.0 is released so ignore 6-3-0

Cherry-pick to 6-3 first to get it into the 6-3 branch so it will
automatically appear in future 6.3 releases which haven't branched off
6-3 yet (at this point that's 6.3.2+).

And then additionally into 6-3-1 to attempt to get it included in the
already branched off, but unreleased, 6.3.1 version.
