How to achieve minimum bandwidth for VM

Hi,

I’m trying to implement somehow guaranteed minimum bandwidth for egress traffic from VM in OpenStack Neutron.
Problem is that for traffic which is going out from VM there is no easy way to do shaping as it’s traffic incoming to Linuxbrige on host.
For limiting max available egress bandwidth we are using policing on ingress qdisc: https://docs.openstack.org/neutron/latest/contributor/internals/quality_of_service.html#linux-bridge

Do You maybe have any ideas how such guarantee of minimum available bandwidth for instance can be done using tc?
