why the rate values in iptables are limited to certain steps/values

when setting rate as 110/sec it becomes 111/sec , why?
Similarly,
115 becomes 116
118 becomes 119
122 becomes 123
124 -> 125
127 -> 128

145 or 146 becomes 146
.
.
.
189,190,191  becomes 192
,
,
,
251-255 becomes 256.
257-262 becomes 263
..
.
.
1001-1110 becomes 1111
1112 -1249 becomes 1250
