Change Source IP of tunnel end packet when using ipip

I need to find a way to force/change the source to another IP because the ISP I'm working with blocks spoofed addresses and won't change the policy for my client.

I have tried SNAT but it does not work, I have even used iptables to route it to a NAT IP and then MASQUERADE for outgoing and it still uses the original source IP.

What am I looking for?
Either/or
1.) A way to change the source IP from the tunnel end to the IP of the actual server so the outgoing packets won't be blocked by the ISP.
2.) A way to send traffic back out through the tunnel start point.
