Activate chargen as tcp or udp stream at any port using inetd or xinetd. 
Then for tcp tests*:
curl http://$host:$port/ > /dev/null
or
cd /dev/ && lftpget http://$host:$port/null 
both show traffic rate, but curl show more stats.

For chargen udp test... don't know really, maybe netcat can help.
