Sigh!!!!!!!! I thought it must be very easy with lartc.
Also, I cannot patch the kernel. It is a live system and the person there will definitely kill me if I even ask him.

It is actually easy. The LARTC How To does not take care of failover but load balancing works fine. So if you want just load balancing you can go with it. You can also try out any of the following approaches / scripts:

But nano.txt is probably the best way out.

You can get hold of a spare system or a hard disk and move it there after you set it up.
