I think you can add a default class to your htb root-qdisc. As example
# tc qdisc add dev eth0 root handle 99: htb default 30
# tc class add dev eth0 parent 1:1 classid 1:10 htb rate 5mbit burst 15k
# tc class add dev eth0 parent 1:1 classid 1:20 htb rate 3mbit ceil 6mbit burst 15k
# tc class add dev eth0 parent 1:1 classid 1:30 htb rate 1kbit ceil 6mbit burst 15k
If the traffic isn't matched by any filter it will get to 1:30

CBQ automatically creates a xx:0 root class where I can attach final qdiscs... - If there is a root class in htb, how is it named?
This is a check of my understanding. - I don't need a solution of the problem (e.g. with a leaf default class). - I need an answer to my question and if it is not possible, the answer is: it's not possible... (-:
