TC breaking Virtual network connection

Good afternoon,
 
I am a newbie to lartc. I have read the HOWTO. I set up a CBQ traffic control using the following commands, and it caused my VNC connection to break frequently.

**CBQ: cbq-1280.My_shaper
/sbin/tc qdisc del dev lo root
/sbin/tc qdisc add dev lo root handle 1 cbq bandwidth 20Mbps avpkt 1000 cell 8
/sbin/tc class change dev lo root cbq weight 2Mbps allot 1514
 
/sbin/tc class add dev lo parent 1: classid 1:1280 cbq bandwidth 20Mbps rate 100Kbps weight 10Kbps prio 5 allot 1514 cell 8 maxburst 20 avpkt 1000 bounded
/sbin/tc qdisc add dev lo parent 1:1280 handle 1280 tbf rate 100Kbps buffer 10Kb/8 limit 15Kb mtu 1500
/sbin/tc filter add dev lo parent 1:0 protocol ip prio 100 u32 match ip dst 192.168.4.0/24 classid 1:1280

I tried deleting the qdisc, but my VNC connection still breaks after i issue this command:
% tc qdisc del dev lo root
 
What is the correct way to restore to "factory default settings"?
