a doubt about cbq

i have sent before a mail but i haven´t realised that perhaps this list 
is in english. well, first of all, sorry for my english :)

i´ve just started with linux and i have a project a bit big for me 
which i have to show soon... i want to run cbq.init and i can´t 
(cbq.init is a script to control the bandwidth in your net)

i have a debian woody 3.0 with the kernel 2.4, with all the QoS 
modules, and installed the iproute. the problem is that all the 
commands generated by the script for the tc give an error: 

tc qdisc add dev eth0 root handle 1 cbq bandwidth 100Mbps avpkt 1000 
cell 8 
RTNETLINK answers: Invalid argument 

i have been looking the man of tc and the order of the parameters is 
different so i think i need another version of tc which admit the 
parameters generated by the cbq.init. but although i find in the 
internet i don´t find nothing... i downloaded the "iproute_20010824-
8woody1_i386.deb" because of the name but it does the same... 

has somebody run this script in this conditions? well, i hope i had 
explain in the correct way and thank u very much for the help...
