update:

i have tried htb.init with compiled commands like this:

azazel mfw # htb compile
/sbin/tc qdisc del dev eth2 root
/sbin/tc qdisc add dev eth2 root handle 1 htb default 0

/sbin/tc class add dev eth2 parent 1: classid 1:1000 htb rate 80Kbit ceil
80Kbit burst 8Kb cburst 2Kb
/sbin/tc filter add dev eth2 parent 1:0 protocol ip prio 200 handle 5091 fw
classid 1:1000

it dosen't shape traffic going to 10.0.1.9 :/
when i have changed "handle 5091" to "handle 501001" my computer was shaped! i
tried to download some file from www and i had max 10Kbytes/s.

when i change MARK=5091 to RULE=10.0.1.9 - traffic i shaped.

ps. www is routed via eth1 on my router, and other (p2p f.e.) traffic via eth0
- but this shouldn't matter, i can test it with www routed on eth0 and i bet
that situation will be the same.
