To follow up, I had attempted this configuration before submitting the post
to the mailing list over the past few days.  Last night after reading Martin
Brown's documentation, I discovered that I was ignorant of the arp_filter
switch.  After toggling arp_filter on it is working well.

Martin, thank you for providing your Guide to IP Layer Network
Administration with Linux.
