pfifo_fast and registering a kernel module

Hi,

I have two questions. 
First I would like to create a pfifo_fast, but this does not work. Trying to 
execute the command:

# tc qdisc add pfifo_fast help

I receive the following output:

Unknown qdisc "pfifo_fast", hence option "help" is unparsable.
Other queuing disciplines work fine!

The second question concerns the integration of a kernel module between a 
qdisc queue and the outgoing network interface card. I would like to analyze 
the packets in the queues before transmitting them. Is such a thing possible?
If yes, an example would help me really much!
