[LARTC] problem limiting a subnet !

i have this problem limiting a subnet.

i run a 2.4.22-rc2 router with htb tc binary and htb.init

i got an eth1 pn this router which is linked to a 1.2.3.4/28 subnet of 
some clients and i wanted to limit their download via:

tc class add dev eth1 parent 1: classid 1:2 htb rate 100Mbit ceil 100Mbit

tc class add dev eth1 parent 1:11 classid 1:2 htb rate 32Kbit prio 6
tc qdisc add dev eth1 parent 1:2 handle 2 sfq perturb 10
tc filter add dev eth1 parent 1:0 protocol ip prio 100 u32 match ip dst 1.2.3.4/28 classid 1:2

still,i am able to download at 7 MB/sec via 1.2.3.5 ip from that class..

anyone can guide me to repair some error ?
