There are a number of IP accounting packages you could look into.  Here's
one.

  http://sourceforge.net/projects/ipac-ng/

I have little experience with ipac-ng, but this may be the tool you seek.

I don't know anything about the back end storage, but it looks like it can
use at least postgresql, you can probably also tweak it to use mysql.

If you want to write your own, you should consider the ULOG target in
iptables.
