You will need a tc compiled with HTB support.  You can download the
binary tc from devik's website directly, and use it.

There are two matters which must be in place in order for you to be able
to use HTB:

  - kernel with HTB support (kernel 2.4.20+)
  - tc with HTB support (devik's website)
