Solution :
- add CBQ root qdisc with bandwidth 100mbps
- add BOUNDED class with bandwidth 100mbps, rate 320kbps
- add CBQ qdisc with bandwidth 320kbps, rate 320Kbps
- add al the other classes to second qdisc

For LAN : I suggest to do the same.
