[LARTC] bandwith limitation based on user id

I like to find some information about how to implement a traffic shaping
system based on user ids

experiences, ideas... would be welcome :)

actually i'm running a debian 2.2 box with kernel 2.2.18 (there's no problem
if it must be a 2.4.x)
