[LARTC] user bandwidth limiting

Hello,

I'm running a freenet node ( http://www.freenetproject.net ) on m'n linux box running kernel 2.2.17. To stop the freenet node from consuming all my available (upstream) bandwidth, I want to limit the bandwidth for user 'freenet'. I've red the advanced routing howto but I don't want to be a linux kernel guru.
Is there a document with a more practical approche for my problem ?
