You can use prio qdisc.
It has 3 bands.
If there are packets waiting in band 0, band 1 won't be processed. It's same
for band 1 and 2.
The syntax is: ... prio bands NUMBER priomap P1 P2 ...
I have not ever used this qdisc, maybey anybody know how to use this ?
