The leaf classes need a queue for the packets and since the classes doesn't
have their own queue they use the queue in the qdisc. You may use CBQ as
leaf qdisc too.

Why do CBQ setups need leaf qdiscs (tbf, sfq, etc) to achieve CBQ rate?
 (and all the (aparently) redundant rate setup ...? )
