After doing a little searching, I found this in a post about ingressing causing all packets to be droped w/ the debian default kernel: "Problem sovled. I needed to set CONFIG_NET_CLS_POLICE=y and CONFIG_NET_QOS=y in the kernel config. After this (and a recompile) shaping works perfectly.
