HTB on 2.4.20pre10 kernel

Dear Gurus

I am trying HTB (first time) and this floated:

# tchtb qdisc add dev eth0 root handle 1: htb default 12
RTNETLINK answers: Invalid argument
#

(tchtb is the tc program I downloaded from HTB home page - I renamed it so I
can have both tc's - currently I use iproute2-2.4.7-now-ss020116-try - don't
know if it already supports HTB)

But this works like a charm:

# tchtb qdisc add dev eth0 root handle 1: cbq  bandwidth 10Mbit avpkt 1000
# (No erros or warnings!)

# uname -a
Linux inte 2.4.20-pre10 #6 Sat Oct 12 20:51:34 BRT 2002 i586 unknown

# grep HTB /usr/src/linux/.config
CONFIG_NET_SCH_HTB=y

.config says: (I set all QoS to Y - no modules)
#
# QoS and/or fair queueing
#
CONFIG_NET_SCHED=y
CONFIG_NET_SCH_CBQ=y
CONFIG_NET_SCH_HTB=y
CONFIG_NET_SCH_CSZ=y
CONFIG_NET_SCH_PRIO=y
CONFIG_NET_SCH_RED=y
CONFIG_NET_SCH_SFQ=y
CONFIG_NET_SCH_TEQL=y
CONFIG_NET_SCH_TBF=y

There is no CONFIG_NETLINK option to set running menuconfig

Any soul to the rescue?
