I'm (trying) to write something like that.  A very eraly beta example can be 
found on http://home.docum.org/qos/

Features :
- HTML output
- configuring htb tree
- showing running config
- showing graphs of running config

Todo :
- creating filters
- creating script out of the configuration
- accepting "% from parent" as rate/ceil
- writing docs
- writing installation manual
- using sudo for ifconfig/tc/ip

Any help/suggestion is welcome.
