This is my approx network

ISP------Router-----masq/firewall/tc machine----Core/access
switches-----1500 Lan users

On the tc machine I want to limit each users overall download bandwidth to
say 20 Kbps, irrespective of however many TCP sessions he has opened up.
1.    What classes/queues should I use? Can the queues filter by IP address?
Once filtered by IP address a TBF can be applied to slow them.
2.    Is this really workable considering I want to do netfilter( masq and
firewall) and tc for almost 1500 users.Is this too much load on one machine?
