iproute2 + ingress

hi there,

i'm using iproute2-2.4.7-now-ss010824.tar.gz and kernel 2.4.17 with
all QoS features ON (except Special RSVP classifier for IPv6) and
everything compiled into kernel (when i use modules, i get unresolved 
symbols). Everything is working except the
ingress qdisc:

# tc qdisc add dev ppp0 handle ffff: ingress
RTNETLINK answers: No such file or directory

Where could i look for? Some pointers would be much appreciated.
Another question would be, whether i'd have to attach 
outgoing/incomming qdiscs and filters to the ppp0 OR eth1 device 
since i'm using pppoe. Actually i'm using ppp0 and at least sending
qdiscs work very well. 

Kernel compilation was done with:
make mrproper
make clean
make menuconfig 
(config is here: http://robtone.mine.nu/kernel-config-oct-04.txt)
make dep
make bzImage
make modules
make install
make modules_install

iproute compilation was done with:
TC_CONFIG_DIFFSERV=y
