limiting outgoing bandwidth

i have a linux server/firewall running for my network 192.168.1.10/255. my set up is as follows...i have a adsl modem ppp0 interface that uses an ethernet card eth1, connected to server.my network is on eth0. i am currently running cbq.init-v0.7 script for limiting incoming bandwidth on a per ip basis.this works well.there are 14 clients on the network and they all use peer to peer programs like kazaa,etc. the connection is 1300k down and only 256k up , and at times the outgoing bandwidth is used up. i would really like to limit the outgoing bandwidth on a per ip basis, since i have a ftp server running on my pc, a client on the network and would prefer to allow it half the available outgoing bandwidth while limiting the other clients to very small outgoing bandwidth.
need help!!!!... any suggestions please...anything thing that works to limit outgoing bandwidth
