I believe this is also a problem solved by Julian's Patches

http://www.linuxvirtualserver.org/~julian/#routes

You need true static entries that will persist when the connection goes
down. You may ba able to simple add proto static

For example
ip route default gw 10.2.2.2 proto static table test
