[LARTC] CBQ delay messages

Well, it is not the case. :-[ Here I have to say that
I have no idea. The only way will be massive debugging.
All setting seems to be ok except maxidle 23us which seems
to be too small. But not neccessarily .. with this high
speed.
Seems like next candidate to cbq's list of weird 
behaviour :(
