Yep.  that's how "tc" works.  When you use mbit provide a speed, it's kil=
o=20
bit/s.  When you use mbit to provide a packet size, it's kilo bit.

I suppose you mean chapter 9.6
1: =3D 1:0 =3D qdisc (second number is zero)
