The current order is, KVM vm creation (KVM_CREATE_VM), KVM vcpu creation(KVM_CREATE_VCPU), TDX VM initialization (KVM_TDX_INIT_VM). and TDX VCPU initialization(KVM_TDX_INIT_VCPU).
