[PATCH 06/13] kvm/vfio: Accept vfio device file from userspace

This defines KVM_DEV_VFIO_FILE* and make alias with KVM_DEV_VFIO_GROUP*.
Old userspace uses KVM_DEV_VFIO_GROUP* works as well.
