[PATCH] exec: Rename NEED_CPU_H -> CONFIG_TARGET

'NEED_CPU_H' guard target-specific code; it is defined by meson
altogether with the 'CONFIG_TARGET' definition. Since the latter
name is more meaningful, directly use it.
